Order of Business.

It is proposed to take business in the following order: Nos. 1, 2, 3 and 8. In respect of No. 2, the time allotted is from 10.30 a.m. to 3.30 p.m. Questions will then be taken, or earlier, if the debate on No. 2 finishes earlier.

Is it suggested that five hours of Government time are to be allowed for discussion of this motion?

That is right.

At this stage, is the Government serious in allowing five hours of its precious time to be devoted to a rehash of what the Minister for External Affairs said before the United Nations General Assembly on China, at a time when the life of this nation is threatened through the tragic stream of emigration and the high rate of unemployment?

I cannot allow the Deputy to proceed in that strain.

The Deputy will have plenty of time to discuss those problems on the motion put down for discussion on the Adjournment next week.

The Government would be much better occupied discussing the problems to which I have just pointed than in discussing a silly motion like this.

I cannot allow the Deputy to continue in that fashion.

I think it is an absolute disgrace.

The Deputy is giving a fine example of an absolute disgrace.

As a representative of the unemployed, I must strongly protest against this waste of time at a period of high unemployment and vast emigration. In my opinion, it would be far better if we devoted this time to a discussion of domestic policy, of how we can relieve this high unemployment——

It would be far better if the Deputy shut up.

This is a confirmation of the opinion of many that this House is only a talking shop.

Is it on behalf of the unemployed the Deputy is talking?

We should try to save the people from emigration. I am leaving the House as a protest.

It is a very interesting display.
