Committee on Finance. - Transport Bill, 1958—Money Resolution.

I move:—

That for the purpose of any Act of the present session to make further provision in relation to transport it is expedient to authorise:—

(1) the making to C.I.E. out of moneys provided by the Oireachtas of an annual grant of £1,000,000 in the financial year beginning on the 1st day of April, 1959, and in each of the next four financial years;

(2) the due payment out of the Central Fund or the growing produce thereof of the principal amounting to £9,889,083, of the 3 per cent. Transport Stock, 1955-60, of C.I.E.;

(3) the charge on and payment out of the Central Fund or the growing produce thereof of the principal of and interest on any securities issued by the Minister for Finance for the purpose of borrowing under such Act and the expenses incurred in connection with the issue of such securities;

(4) the charge on and payment out of the Central Fund or the growing produce thereof of moneys paid to C.I.E. to defray the interest due from time to time after the 1st day of April, 1959, on its 3 per cent. Transport Stock, 1955-60;

(5) the exemption of C.I.E. from (a) liability to repay to the Central Fund the sum of £5,623,400, being the total of advances made under sub-section (3) of Section 30 of the Transport Act, 1950, up to the 31st day of March, 1958, to meet sums payable by the Minister for Finance under guarantees given by him under that section, and (b) liability to pay interest in respect of any period after the 31st day of March, 1958, on such advances;

(6) the treatment as a nonrepayable grant of a repayable sum of £1,000,000 advanced to C.I.E. for capital expenditure;

(7) the making to C.I.E. out of moneys provided by the Oireachtas of grants towards the cost of compensation under such Act; and,

(8) the payment out of moneys provided by the Oireachtas of the expenses incurred in the administration of such Act.

Can the Minister say if, allowing for the transfer to the Exchequer of the liability in respect of transport loans and also the liability in respect of interest, the only remaining charge will be a sum of £1,000,000 a year; if it is expected that C.I.E. will be able to work within the subvention of £1,000,000 a year and, if so, on what basis that calculation is made?

I think that is a point which would arise on the section rather than on a Money Resolution and I can deal with it more effectively on the section.
