The loan prospectus indicated that the issue was required to finance Exchequer outlay on schemes for agricultural and industrial development, housing, sanitary services, schools, afforestation, the development of fuel resources and other schemes of national development. More detailed information regarding the various heads of development, including the respective estimated amounts required to finance them, is contained in the tables which were circulated in connection with the Capital Budget.
The loan is not allocated to particular heads of development since it is but one of a number of sources from which such development will be financed. Other sources include capital repayments to the Exchequer and Local Loans Fund, finance raised by public bodies from non-Exchequer sources, small savings and Prize Bonds and departmental funds.
