asked the Minister for Finance if he is aware that, where a bettor places a winning course bet, the bookmaker makes a deduction on the amount of the winning and the original bet, but pays only the levy under Section 27 of the Racing Board and Racecourses Act, 1945, on the actual bet; and whether he intends to take any steps in the matter.

As regards the first part of the Deputy's question, I understand that the procedure is that 2½ per cent. of each bet is first deducted by way of levy, the actual bet becoming the quoted odds to the net amount of the stake. Licensed bookmakers are obliged to follow this procedure as a condition of the grant by the Racing Board of permits to them to carry on business at a racecourse.

The answer to the second part of the Deputy's question is in the negative.
