Mr. Ryan

asked the Minister for Health whether he is aware that the Dublin Board of Assistance refuse blue cards for free medical and surgical treatment to applicants who maintain their homes and the contents thereof in good clean condition; and if he proposes to take any action in the matter.

I am not aware that the Dublin Board of Assistance refuse to issue medical cards to applicants for the reasons stated by the Deputy.

The legal standard laid down in Section 14 of the Health Act, 1953, for entitlement to general medical and surgical services is the inability of the applicant to provide the services for himself and his dependants by his own industry or other lawful means. I am satisfied that it is by reference to this criterion only that the Board decide applications for these services. I am sure that, on reflection, the Deputy will agree that the suggestion that the cleanliness of an applicant's home and its contents operate to prevent the just determination of his application is one that should not be made.

Is the Minister aware that inquiry officers of the Dublin Board of Assistance are directed to report on the appearance and conditions of applicants' homes and the contents thereof, and if so, what is the purpose of making this report?

I think that question should be addressed to the Dublin Board of Assistance but I am perfectly certain it is not with a view to penalising any housewife who keeps her home in a proper and orderly condition.

It is common practice.
