Comptroller and Auditor General (Amendment) Bill, 1959—Second Stage.

I move that the Bill be now read a Second Time.

This is a Bill to increase the salary payable to the Comptroller and Auditor General to £2,850 per annum as from the 1st January last. In common with the salaries of judges and civil servants, the salary of the Comptroller and Auditor General is controlled by statute and it has been the practice to increase this salary whenever judges' salaries are increased. Having regard to the salaries of heads of Departments, a salary of £2,850 is considered appropriate for the post of Comptroller and Auditor General, regard being had to the increased responsibility placed upon him in connection with the commercial audits of State-sponsored bodies.

As I understand it, this Bill proposes to equate the salary of the Comptroller and Auditor General with other salaries in respect of which this House has already taken its decision. That being so and the principle having been so decided in this House, there is no reason why the proposal should not pass.

I assume that the Bill gives an increase to the Comptroller and Auditor General commensurate with the increase already given to higher civil servants?

Yes, and to judges. He is an officer of this House and as such he ought to be adequately compensated.

I am as jealous of his position in that respect as the Minister is, if not more so. Has it been the practice to keep him in step with the movements of the higher civil servants?

Yes, sometimes not in exact step but the differences have been casual.
