asked the Minister for Finance whether he proposes in view of recent legislation to abolish the necessity for endorsement in respect of pay orders from the Paymaster General.

A payable order drawn on the Paymaster General is in the from of a receipt and as such requires the payee's signature. It is not proposed to change this convenient method of securing receipts for payments from public funds.

Apart from the signing of the receipt, no endorsement is required if the payable order is lodged to the payee's bank account.

Why does the Minister expect people in private commercial life outside to do away with their practice and yet will not change it himself?

That is a matter for the commerical firms concerned. If they require a receipt, I think they will probably ask for it.

Why cannot the pay order be a receipt under the tax code?

The difference between receipt and endorsement——

Why? Was that not the purpose of the Act?

I do not know why but there is.

Would the Minister not be able to make this change if he wished, administratively?

Yes, the change could be made but I think——

It does not require legislation?

I am not so sure about that.

Then I cannot be ruled out on the Adjournment.
