asked the Minister for Agriculture what steps the Government propose to take arising out of the report of the commission of inquiry into the death of forty-eight horses on the S.S. City of Waterford which left Dublin on the 19th December last.

The recommendations contained in the report of the official investigation into the loss of horses on the "City of Waterford" and accepted by the Government were (1) that the regulations in regard to sailing when bad weather is expected should be strengthened, bearing in mind the practical difficulties of limiting the discretion of the master of a ship, and (2) that the specifications for fittings on ships carrying horses and the manner of securing the fittings should be re-examined in detail. Proposals are now being formulated in my Department to give effect to these recommendations.
