asked the Minister for Industry and Commerce whether he has to give his consent to the sale or transfer of a licensed flour mill; and, if so, to how many such sales or transfers he has given his consent since January, 1950.

My consent is not required for the sale or transfer of a licensed flour mill. However, if the new owner, in the case of such sale or transfer, wishes to carry on the flour milling business authorised by the licence granted to the original owner he must apply to me for the transfer of the licence. Where such application is made in the prescribed form, I am required by the Agricultural Produce (Cereals) Acts to grant the transfer of the licence if the new owner is an Irish national. If he is not, I have discretion to grant or refuse the transfer.

In the period since 1950 there were only two cases in which a milling licence was transferred.

Does the Minister agree it would be a good thing if his consent were required?
