asked the Minister for External Affairs if the Government intend to recognise the Algerian Nationalist Government of Ferhat Abbas.

I would refer the Deputy to the reply given to a similar question from him on 6th May, 1959. I have nothing to add to what was said on that occasion.

Is it not a fact that there has been a considerable change in the situation since the Taoiseach last referred to the matter? Is it not a fact that 25 nations have recognised the Algerian Government and even de Gaulle has recognised it for the purpose of negotiation? In view of this would the Taoiseach not reconsider his decision now?

In view of the discussion or negotiations which are about to begin, I think that this would be a most inappropriate time to consider a change of position.

Surely the Taoiseach must have personal experience of the moral support which such recognition would give? Would he not give that support to the Algerian Government which the Algerian Government is looking for from our Government? Waiting for America, I suppose.
