asked the Minister for Local Government if he will consider introducing the necessary legislation to compel county councils to repair and maintain all roads in their areas which serve at least two householders who are paying ordinary rates for they lands and hereditaments.

Under existing law road authorities are responsible for all public roads in their areas. They are also empowered to declare any road over which there is a public right-of-way to be a public road if they are satisfied the road is of general public utility.

Financial responsibilities affecting local rates would arise in respect of any roads taken over, and I would not, therefore, consider it proper to introduce legislation involving an element of compulsion as suggested by the Deputy.
