Mr. Ryan

asked the Minister for Social Welfare whether any proposals of law reform are contemplated by him in relation to the work of his Department; and, if so, the nature of such proposals, and the probable date when legislation implementing them will be introduced.

The Social Welfare Act, 1952, which repealed the former statutory provisions relating to national health insurance, unemployment insurance and widows' and orphans' contributory pensions, contains the basic law in regard to the social insurance schemes. While there have been some amendments of the insurance provisions of that Act, I do not consider that there is as yet any urgent need for a codification of the law relating to social insurance.

In regard to the social assistance services, namely, non-contributory old age pensions, unemployment assistance, widows' and orphans' non-contributory pensions and children's allowances, some progress has been made towards codification of the law, but I am not in a position to say when the implementing legislation will be ready for introduction.
