I have seen the article in question.
The writer did not approach any Government Department. He approached the Irish Embassy in London for information as to whom he might contact to discuss the military implications if Ireland were to join NATO. He was informed that the subject with which he proposed to deal was so hypothetical as not to warrant arrangements being made for contacts of the kind he sought, and no such arrangements were made.
