Vol. 194 No. 3

Committee on Finance. - Vote 31—Primary Education.

Tairgim:

Go ndeonófar suim fhorlíontach nach mó ná £400,000 chun íoctha an mhuirir a thiocfaidh chun bheith iníoctha i rith na bliana dar crioch an 31ú lá de Mhárta, 1962, le haghaidh Bunoideachais, lena n-áirítear Aoisliúntas Múinteoirí Scoile Náisiúnta, etc.

This Supplementary Estimate is necessary to meet the cost of increases in the salaries and other grants payable to teachers in classification and national schools.

The increases, which have been awarded with effect as from 1st November, 1961, arise from the implementation of a Report of the Arbitration Board for National Teachers. The Arbitration Board met on 20th and 21st December, 1961, and on 2nd January, 1962. The findings of the Board were approved by the Government.

The additional cost of the revised scales of salary and rates of capitation grant following from the implementation of the Board's report is estimated at £1,150,000 for a full year. The amount which will become payable in the present financial year is estimated at £400,000. It is not anticipated that there will be any appreciable savings in any other subheads of the Vote.

When was the application made by the organisation for this increase?

Early in 1961.

Inasmuch as we, on this side of the House, are responsible for the introduction of the principle of arbitration into the relations of public servants and, by analogy, into the conditions of national teachers, and this represents the cost of an arbitration award, we have no opposition to make to it.

Vote put and agreed to.
