The annual grants are calculated on the basis of the needs of the colleges as determined by the relevant factors, including, inter alia, the numbers of students, the courses, staffing needs and such special requirements as may be proposed by a college for a given year.
On all these matters the Department is in frequent consultation with the authorised spokesmen of the university colleges.
