asked the Minister for Social Welfare what is the position with regard to social insurance of workers who are sent abroad for a period of training; and whether he will consider the possibility of providing some reciprocal arrangement whereby such trainees could pay social insurance in the country of training and be credited for such payment by his Department.

Article 13C of the Social Welfare (Contributions) (Amendment) Regulations, 1961 (S.I. No. 139 of 1961), provides in effect that employment contributions under the Social Welfare Acts are payable in respect of an insured person who is ordinarily resident here but is temporarily employed abroad in the service of an employer who is resident or has a place of business here. The regulations covers any period up to 52 contribution weeks but I have power to grant an extension in individual cases.

The regulation would apply in the case of workers sent abroad for training and I take it that the Deputy had a provision of this type in mind.
