It is a matter for each housing authority to decide, having regard to all the circumstances, the manner in which it can most efficiently and satisfactorily provide dwellings to meet the housing needs of its area. I am prepared to consider on its merits any proposal by a housing authority for the purpose. I have recently approved proposals for the erection of dwellings by the full contract, trades and labour contract and direct labour systems. I do not, however, propose to direct housing authorities to adopt any particular system of building.
