asked the Minister for Education if he will state in connection with one, two, three, four and five teacher national schools the State grants payable annually for (a) heating (b) lighting (c) interior painting and decoration and (d) exterior painting, and the conditions under which these grants are payable.

With your permission, a Cheann Comhairle, I propose to circulate with the Official Report tables showing the rates of grants payable by my Department in respect of the cost of heating, cleaning and painting of national schools and the conditions governing the payment of those grants.

Following are the tables:

GRANTS FOR THE HEATING AND CLEANING OF NATIONAL SCHOOLS

The heating and cleaning grant is limited to (a) one-half of the aid in cash or kind provided by local parties for fuel, and (b) one-half of the aid in cash provided for services in connection with the heating and cleaning of the school and the cleansing of the toilets subject to the limitation set out in the table hereunder. Where aid is provided in kind for heating, the total amount of the State grant under all heads shall not exceed the total amount of cash expenditure incurred on the heating and cleaning services.

and so forth, allowing for every additional teacher on the recognised staff an additional £6 for heating and £3 for cleaning, etc.

and so forth, allowing for every additional 100 units of average attendance an additional £15 for heating and £8 for cleaning, etc.

*Includes labour costs in connection with central heating system.

GRANTS FOR THE PAINTING OF NATIONAL SCHOOLS

Grants are available towards the cost of painting schools externally once in four years and internally once in eight years. The grants amount to two-thirds of the expenditure incurred on painting the premises subject to the limitations indicated in the following table:—

and so forth, allowing for every additional classroom an additional £16 for external painting and £30 for internal painting.

For grant purposes a domestic economy room or a science room will be regarded as a classroom.

In schools with seven or more classrooms to which is attached an assembly hall, the maximum grant may be increased by £33 for external painting and £133 for internal painting.

Grants for painting are subject to the condition that the work must have been done satisfactorily and that all other works of maintenance, including upkeep of school surroundings, playground, etc., and attendance to sanitation, must have been properly executed entirely at local expense.

All works of painting, repair and maintenance must be carried out in accordance with the Department's standard specification.
