andMr. McQuillan asked the Minister for Finance if, in view of the fact that the cost of living figure has risen six points since February, 1962, he will remove the restriction on wage and salary increases which are justifiable on the basis of cost-of-living increases, in order that the standard of living of those in State and semi-State employment is not depressed.

As the Deputies are aware, the need for restraint regarding increases in wages, salaries and other incomes has arisen because of the gap between incomes and productivity which developed during 1962. This gap contributed to the rise in prices during the year. The futility of attempting to counteract a rise in living costs due to this cause except by an increase in output is indicated in paragraph 9 of the White Paper.
