asked the Minister for Social Welfare whether he is aware that a man (name supplied) who applied for a qualification certificate on 15th March, 1963 was not granted one until 13th April, 1963; and that in the meantime considerable hardship was suffered by this man and his family; and if he will state the reasons for the delay in issuing the certificate.

I have examined the circumstances of this application and find that there was unjustified delay on the part of officers of my Department in dealing with the case. I am accordingly arranging for remedial action in the matter, including payment of unemployment assistance to the person concerned with effect from the 15th March, 1963.

Would the Minister say whether or not he can apply a similar solution to the people who have appealed against decisions in disability benefit cases and who have to wait for months?

If there is unjustifiable delay.

Three months is an unjustifiable delay for somebody depending on it.
