asked the Minister for Social Welfare why a boy of sixteen years of age has to pay the full rate of national health insurance stamp, and yet only receives a boy's rate of unemployment benefit, should he become unemployed.

I would refer the Deputy to the reply given to a similar question by Deputy Corish on 22nd May. The ordinary rates of employment contributions payable under the Social Welfare Acts, and the lower rate applicable to males employed in agriculture, give cover for a wide range of benefits, apart altogether from unemployment benefit, and I can find no justification for the introduction of a lower rate of contribution for boys of 16 years of age.
