asked the Minister for Social Welfare the manner in which labourers for employment in the Engineering Branch of the Department of Posts and Telegraphs are recruited through the Cork Employment Exchange; if it is a fact that such labourers are recruited from a special list; and, if so, if he will give full particulars of the manner in which such a list is compiled.

In submitting the names of suitable persons for vacancies of the kind mentioned by the Deputy preference is given to those who are holders of military service medals or who have had certain specified service in the Permanent Defence Force. If there are none or not sufficient of these persons registered at the local office to fill the vacancies notified, the names of a reasonable number of other suitable persons may be submitted, preference being given to those who are in receipt of unemployment assistance. The selection of persons from among those submitted to fill the vacancies rests with the employing Department.
