The discussions with the various interested parties to which I referred in the reply to the question addressed to me by the Deputy on the 10th December last have not yet been concluded. Furthermore, certain constitutional issues have emerged which require careful consideration. In the circumstances, I am not yet in a position to say when the text of the Bill will be available.
