asked the Taoiseach the percentage of national income spent on all services, including health services, education and social welfare, in each of the years 1939, 1951, 1959, 1962 and 1963.

In the national accounts, final current expenditure on services appears as part of the expenditure of personal income and as net current expenditure by public authorities on current goods and services. The aggregate of these expenditures expressed as a percentage of the gross national product at current market prices for each of the years 1959/60, 1962/63 and 1963/64 was as follows:—

Corresponding information is not available for years prior to 1953. The expenditure on all services includes that on health services and education, in addition to expenditure on other professional services, rent, travelling, entertainment and sport, private domestic service, etc. Only the administrative expenditure on social services appears explicitly in the expenditure of public authorities on current goods and services. The greater part of public authorities' expenditure on social services is composed of transfer payments to households (old age pensions, children's allowances, unemployment assistance, etc.), and, when these payments are spent by households, they appear under a number of headings in the expenditure of personal income. They may be included in expenditure on goods as well as that on services.
