Financial Resolutions. - Financial Resolution No. 15: Excise —Pawnbrokers' Licences.

I move:

(1) That, on and after the 1st day of August, 1965, excise duty, at the rates specified in the Table annexed to this paragraph, shall be charged, levied and paid for and upon every licence granted under section 8 of the Pawnbrokers Act, 1964 (No. 31 of 1964), to carry on the business of a pawnbroker.

In the case of a licence granted to carry on the business of a pawnbroker at a particular premises in any other part of the State

(2) It is hereby declared that it is expedient in the public interest that this Resolution shall have statutory effect under the provisions of the Provisional Collection of Taxes Act, 1927 (No. 7 of 1927).

What change does this mean?

It is a change to make it consistent with the 1964 Pawnbrokers Act, recently passed.

What is the change in terms of revenue?

Practically nil.

Up or down?

The position is that at the moment pawnbrokers have to pay licence fees both to the central authority and to the local authorities. Now it will be concentrated in the central authority. There will be a slight increase for the Exchequer as against a small decrease for the local authorities. There are only 14 pawnbrokers in Dublin and Dún Laoghaire and 15 throughout the rest of the country.

It will not increase the rates, we hope.
