asked the Minister for Local Government if he will state the statutory conditions which require (a) urban housing authorities and (b) rural housing authorities to undertake a housing survey to establish need, indicating whether the discharge of this obligation is a reserved or executive function.

Section 29 of the Housing (Miscellaneous Provisions) Act, 1931, requires housing authorities to cause an inspection of their district to be made from time to time with a view to ascertaining whether any dwelling-house therein is unfit for human habitation. It is proposed in the new housing legislation to require each authority to make overall assessments of the housing needs of their district, as a basis for planned housing programmes.

"From time to time" is a very loose term. Is there any way in which a definite period could be laid down?

Yes. The provisions that it is proposed will be contained in the Housing Bill will take care of it in a much more definite way than previous legislation may have appeared to do.
