asked the Minister for Local Government if, having regard to the chaotic traffic conditions in Dublin city at the present time and the very strong likelihood of further progressive deterioration in these conditions within the next few years, he will consider taking immediate steps to alleviate the hardship both to car owners and to users of public transport by introducing immediate measures to provide (i) adequate car parks on the fringe of the city for car owners and (ii) adequate city bus services to facilitate car owners to avail themselves of the car parks, thereby promoting a freer flow of traffic through the city and consequent saving in fuel consumption, travelling time, and loss of production and earnings to workers.

Section 101 of the Road Traffic Act, 1961, enables the local authority to provide car parks or assist persons providing such car parks. By a circular letter of 18th January, 1962, the attention of local authorities was drawn to this provision and they were informed that where such car parks improve traffic flow on an important road the expenses of approved car parks may be charged to their annual Road Fund grant allocations. The local authorities were advised to survey the present and anticipated parking needs of their areas. I presume that the Dublin Corporation will consider the provision of surburban parking facilities as part of the general review of road work and traffic control which they are to make on receipt of their traffic consultant's report.

The provision of bus services to and from such car parks will be a matter for Córas Iompair Éireann who, presumably, will be consulted by the Corporation in siting any such car parks.
