asked the Minister for Local Government if he intends to provide by regulation for it to be an offence to cross from one side of a dual carriageway to the other except at an authorised crossing point.

I understand that the Commissioner of the Garda Síochána does not at present propose to take action as suggested by way of a byelaw made, with my consent, under section 88 of the Road Traffic Act, 1961. Generally, the construction of the median division inhabits a vehicle from crossing, and the execution of such a manoeuvre could, if the circumstances warranted, be the subject of a prosecution for careless or dangerous driving. I intend to have the use of dual carriageways kept under examintion and if I find that the bye-laws need to be amended, I shall have the matter brought to the attention of the Commissioner.

Is it to pedestrians or to cars that the question relates?

I am not quite sure. It applies to both.
