asked the Minister for Finance whether there was as of April, 1952, any difference between the Departmental regulations of the Department of Posts and Telegraphs relating to increases in pay on promotion and examination and pay regulations applicable to promotions in general service grades; and, if so, the nature of such difference and, in particular, whether the effect of the Departmental regulations was such that a person could be deprived of an increment on promotion.

The only significant difference between the Departmental regulations of the Department of Posts and Telegraphs relating to increases in pay on promotion on examination and the pay regulations applicable to promotions to general service grades in relation to competitions held as of April, 1952, was that the Departmental regulations provided for entry at existing substantive scale salary plus one increment on the higher scale in the case of an officer one year or more on the maximum of his former substantive scale while the general service regulations provided for the same benefit in the case of any officer three years or more at the maximum of his former substantive scale. The Departmental regulations were accordingly more favourable than the general service regulations and did not operate to deprive a person of any increment for which he was eligible under the conditions of service for the competition.
