Could the Minister say how long this proposal has been with him?
The proposal was received on 16th August, 1965. On 23rd September, the proposed contractor had withdrawn, the second lowest contractor was subsequently submitted and it would be that proposal which would have been the final proposal which is now before us. I should say that subsequent to that the application for loan came for sanction as well.
