asked the Minister for Agriculture and Fisheries if he is aware of the recent disquiet at the use by farmers of inferior or scrub bulls with yearlings in order to benefit from the calved heifer subsidy scheme; and if he will consider making the subsidy payable only for heifers that have been put in calf by means of AI or premium bulls before the subsidy is paid.

All possible steps are being taken by my Department to locate and eliminate inferior and scrub bulls. The restrictions suggested by the Deputy in the second part of his question are not in my opinion warranted and would not be practicable to operate.
