Written Answers. - Provision of Scholarships.

asked the Minister for Education if he will state for each local authority area (a) the total number of scholarships provided for pupils from primary schools, (b) the numbers of such scholarships reserved to (1) one-teacher, (2) two-teacher and (3) rural as distinct from town or urban schools, (c) the numbers confined on a means test for parents, (d) the numbers open to all pupils, (e) the number of scholarships provided in areas controlled by corporations or borough councils, and (f) the limits of income for parents who wish their children to avail of reserved scholarships where these apply.

The scholarship schemes of the various local authorities are not so framed as to permit of all the statistics being furnished as requested by the Deputy.

In the vast majority of scholarship schemes, reservations are made not by reference to numbers but by reference to the money being provided. A tabular statement is attached showing in each case the total money being provided for scholarships in 1965 and the amount of that total reserved for small schools.

Threequarters of the total moneys provided under each scheme is reserved for candidates whose parents' income complies with the means test'. One quarter is for open competition.

The number of scholarships provided in 1965 in areas controlled by corporations was 561. No borough council administers a scholarship scheme. The same income limits apply to each reserve clause of a scheme as apply to the scheme generally. Normally the income limit is £800 with due allowance for dependent children.
