(South Tipperary) asked the Taoiseach the annual State expenditure over the past decade in respect of (a) total fixed investment, (b) total new construction, (c) total new housing including new housing grants, (d) total number of houses completed each year by public authorities, (e) total number of new houses completed each year by private agency with the help of grants, (f) total number of new houses completed by private agency without grants, and (g) the amount of grants paid out each year to private agency for new house construction.

NOTES: (a) Data include a small amount for stock changes which is not available separately. Public authorities are defined as central government and local authorities.
(b) Whilst a breakdown of capital formation by central government between construction and other forms is available, the corresponding breakdown for local authorities' capital formation is not available. Since most of the local authorities' capital formation is constructional in nature, their total capital formation is included in (b) above.
(d)(e) The column (d) shows the number of houses completed by local authorities only, whilst column (e) shows the total completed by all other agencies with the help of grants i.e., private persons and public utility societies and other authorities (e.g., Land Commission, Office of Public Works, Department of Lands (including Forestry Division), Roinn na Gaeltachta, Shannon Free Airport Development Co. Ltd, etc.).
(f) No accurate data exist regarding the number of new houses completed by private agency without the aid of grants. However, the white paper “Housing—Progress and Prospects” (Pr. 7981) laid before each house of the Oireachtas—November, 1964 in reviewing the history of State grants to private persons for new housing states that “at present about 150 new houses a year are constructed without the aid of such grants” (see page 37, 1st paragraph).
