As can be seen from the Capital Budget Paper Pr. 8733 published last March, it is proposed to find part of the finance for the public capital programme by the issue of a National Loan. I hope to be in a position to announce the date and terms of the issue within a few weeks.
Would it be possible to keep in mind when floating this national loan that perennial attractive increases in the terms of such loans invariably act to the detriment of older investors?
I am quite sure that every relevant consideration will be borne in mind.
