Ireland was not represented at the Meeting of Ministers in Olso. A Press communiqué issued after the meeting indicated that the Ministers were of the opinion that intensified and co-ordinated efforts were necessary in order to counter flag discrimination. I also understand that, in the light of this communiqué it is proposed that the Committee of Ministers of the Council of Europe should transmit Recommendation 451 formally to member Governments.
