asked the Minister for Local Government if he will instruct local authorities to employ where feasible men in receipt of unemployment assistance and that preference for employment be given to all such workers.

The normal method for the recruitment of labour by local authorities is through the local employment exchanges. I do not consider therefore that it is necessary to make any specific recommendation to local authorities in the matter.

Surely it is not suggested that the pension rights of pensionable servants employed by local authorities should be interfered with by their applying to the local labour exchange——

I do not think that any matter like that is raised in the question.

The Minister's reply would suggest it.

The recruitment of new labour. That would not affect pensionable employees.

It often does. Is the Minister aware that at this time of year some pensionable servants are laid off and are recruited again?

Naturally they would be the first to be called back. It would still be through the labour exchange.

It might not be.
