asked the Minister for Agriculture and Fisheries why the skipper (name supplied) of the fishing trawler "Ros na Rí" did not get the incentive payment paid to owners who cleared their instalments on boats within the required period.

The incentive grant, up to ten per cent of the cost of boats, payable to hire-purchasers who clear their accounts within 15 years was introduced with effect from 1st April, 1962 and applies to all boats on hire purchase from An Bord Iascaigh Mhara on that date and to new boats issued subsequently. As the skipper in question cleared his account with the Board before the operative date, he was not eligible for such grant.

Will the Minister explain why the skipper of the "Ros Corcoran" which was paid for in or about the same period was given the incentive and why this skipper, who is one of the most outstanding around our coast, has been looked down upon?

The only thing I could ask is that if the Deputy wanted to know about that skipper, why he did not ask a question about him instead of asking a question about the other skipper.

I am asking the Minister and not the skipper. I am asking the Minister why if in a similar case the incentive payment was paid he has not paid it in this case.

I explained all this to the skipper last week.
