asked the Minister for Social Welfare the position regarding payment of an old age pension to a person (particulars supplied) who was transferred from widow's to old age pension almost 12 months ago and who has not yet received her pension book; and if he is prepared to hasten proceedings so that she may get her pension book immediately.

In October, 1965, three months before this claimant reached 70 years of age, arrangements were made to have a claim to old age pension accepted from her and a social welfare officer visited her address for the purpose. He was informed that the claimant had gone to reside in England. Nothing was heard from her until July, 1966 when she submitted a claim to old age (non-contributory) pension. The local pension committee allowed the claim with effect from 26th January, 1966, but as there was no power under the law to allow the claim from any date prior to lodgement, the social welfare officer appealed against the decision of the committee. The appeals officer has upheld the officer's appeal and allowed the claim only as from 5th July, 1966. A pension book has been issued accordingly.

The claimant stated that she did not make a claim to old age pension earlier, because she had been informed that she would be transferred to old age pension without making a claim. She was not so informed by any officer of my Department but it has been decided, on consideration of all the facts, to make an extra-statutory payment to her equivalent to the amount she would have received had she qualified for pension on reaching the age of 70.

Do I understand the Minister to say that the pension book has been issued?

Some time ago.

My information a fortnight ago was that it had not been issued.
