asked the Minister for Local Government if he is aware that the exclusion of horse-drawn vehicles from Dublin city centre will have an adverse effect on blacksmiths and harness makers with the result that a number of these tradesmen will lose their means of livelihood; if he has had any consultations with the Commissioner of the Garda Síochána in this matter; and if he will refrain from taking any action until he is satisfied that the interests of these people will be fully safeguarded.

I am not aware of any proposals for the complete exclusion of horse-drawn vehicles from the central area of Dublin city. In this connection I would refer the Deputy to my reply to a question by Deputy Noel Lemass on 16th May, 1967, in which I stated that the Garda Commissioner was at present preparing bye-laws which would include provision for the exclusion of horse-drawn vehicles, except cabs, during peak hours, from clear-ways and an area in the city centre to be defined. As I indicated in that reply, I will take into account all representations made to me following the publication of the Commissioner's proposals before giving my decision on the necessary bye-laws.
