Mr. Barrett

asked the Minister for Finance if he will state, in respect of the periods June, 1957 and June, 1967 respectively, how many posts existed in the public service of (a) secretaries, (b) assistant or deputy secretaries, (c) principal officers, (d) assistant principal officers, and (e) administrative officers; and the total costs to the Exchequer for the respective years 1957-58 and 1967-68 of all posts of secretaries, assistant or deputy secretaries, principal officers, assistant principal officers and administrative officers.

The information sought is set out in a statement which, with your permission, a Cheann Comhairle, I propose to circulate with the Official Report.

Mr. Barrett

asked the Minister for Justice whether, since the publication of the Estimates for his Department for the year 1967-68 and the Directory of State Services, 1967 he has created in his Department additional posts of assistant secretary, principal officer, assistant principal officer or other senior posts; if so, the number of such additional posts as have been created; the additional annual cost to the Exchequer of the establishment and continuance of these additional posts; what special circumstance or circumstances necessitated the creation of these additional posts at the present time; and why the creation of these posts was not forseen in sufficient time to have particulars of them included in the recently published Estimates for his Department for the year 1967-68 or in the Directory of State Services, 1967.

Only one such post is in question. One of two posts of assistant secretary in the administrative divisions of my Department was allowed to lapse in 1961 on the expansion of the Law Reform Division and the appointment of an assistant secretary in charge of it.

Experience, meanwhile, has proved that it is not possible to carry on the administrative functions satisfactorily with one assistant secretary and the former post has been re-established and filled by the promotion of a principal officer. This promotion and consequential promotions, with a new appointment in a lower grade will result in an additional expenditure of a little more than £2,000 in the forthcoming year. In subsequent years the additional expenditure will depend on the incremental progression in the salary scales.
