asked the Minister for Justice whether he will consider introducing legislation to remove the anomalies from, to rationalise, and to bring up to date the existing law relating to animals on the public highway.

There are two aspects to this problem. Firstly, there is the question of civil liability for injury or damage caused by animals. This is one of the items included in the Programme of Law Reform of my Department and will receive attention as soon as the work at present in progress has been disposed of.

Secondly, there is the question of obstruction of the public highway by wandering animals, which is more appropriate to be dealt with by roads legislation. I have been in correspondence with the Minister for Local Government about this aspect and he has agreed to consider including a suitable provision on it in forthcoming legislation.
