asked the Minister for Health if he will state in tabular form in respect of each health authority for each year from 1964-65 to the estimate for 1968-69, (a) (i) net expenditure excluding non-grant items, and (ii) net expenditure including non-grant items, (b) the statutory grant, (c) the supplementary grant, (d) the total State grant, and (e) the State grant as a percentage of expenditure.
Written Answers. - Health Services Expenditure.
There are no significant "non-grant items" in the expenditure by health authorities on health services. The expenditure which does not rank for grant under the provisions of the Health Services (Financial Provisions) Act, 1947, comprises items of a capital nature and loan charges, and usually comes within the scope of (a) grants from the Hospitals Trust Fund, or (b) grants from the Health Vote in recoupment of loan charges on borrowings under the scheme for the improvement of county homes and similar institutions. The accounts of health authorities furnished to the Department of Health do not contain separate records of the relatively very small expenditure which does not come within the terms of one or other of the grant schemes and it is not considered that the time and cost which would be involved in preparing and verifying special accounts would be warranted. The information set out in the table below is accordingly related to normal annual revenue expenditure towards which grants under the Health Services (Financial Provisions) Act, 1947, and supplementary grant are payable from the Health Vote.
