Committee on Finance. - Imposition of Duties (Dumping and Subsidies) Bill, 1967: Committee and Final Stages.

SECTION 1.

With amendment No. 1, amendment No. 6 is taken and amendment No. 2 is consequential. Perhaps we should take amendments Nos. 1, 2 and 6 together.

I move amendment No. 1:

In page 2, line 21, to delete "um Mí-allmhairiú" and to substitute "Dumpála".

If I might explain briefly to the House, the word "Dumpála" is not one that appeals to the ears very much.

You can say that again.

However, research has shown that this is an international word and in French and German the word "Dumping" has been used, and it has similarity to the word in Denmark, Norway and Sweden. "An Coimisiún Dumpála" is what we call it.

Could I ask the Minister why he did not use the word "Dumping"?

How would you use the word "Dumping"—"An Coimisiún Dumping"?

I thought the whole idea of Buntús Cainte was to that end.

I have to agree with Deputy Donegan. We should have "Dumping", not "Dumpála".

We should have "An Coimisiún Dumpála".

Cad mar gheall ar an tuiseal geinideach? I am all for "Dumping".

SECTION 20.

Amendment No. 3 has been ruled out of order.

As to amendment No. 3 being ruled out of order, may I say I do not understand why?

The Deputy was communicated with.

The reason I was given was that it might impose a charge.

The reason for the 90 days is to comply with the GATT code.

I move amendment No. 4:

In page 10, line 22, to delete "date" and to substitute "day".

This is a drafting amendment for clarification which has been recommended by the Parlamentary Draftsman. It is necessary to define the time of importation only in the case of the levying which is retroactive.

I move amendment No. 5:

In page 10, line 31, to delete "Act" where it first occurs and to substitute "section".

This is also a drafting amendment for the purposes of greater clarification.

An Act to provide for the imposition of special customs duties on goods from abroad which have been dumped or subsidised, to provide for the establishment of a commission to be known as An Coimisiún Dumpála with power to investigate complaints of dumping and, where appropriate, recommend the imposition of special customs duties and to provide for other matters connected with the matters aforesaid.

Agreed to take remaining Stages today.
