asked the Minister for Local Government if he will take steps to provide that local councils will locate dumping grounds in suitable surroundings at a specified distance from each town and centre where dumps are necessary.

The Public Health (Ireland) Act, 1878, enables sanitary authorities to provide dumping grounds. The selection of suitable places for such dumping grounds is a matter within their discretion but the Act requires them to ensure that no nuisance is created by the exercise of any of the powers given to them. In view of this I do not consider that the enactment of special additional legislation is required.
