asked the Minister for Health the number of dispensary district medical officers now in temporary posts; and if such officers qualify for full pension rights from the date of appointment.

The number is 231. Temporary officers of local authorities do not possess pension rights under the Local Government (Superannuation) Acts.

Can the Minister indicate when it is proposed to make permanent appointments? Would he not agree that the fact that these officers are not pensionable places them at a great disadvantage?

Yes, I do. As a minimum, I intend to increase the salary of the temporary doctors. I agree with the Deputy that it is not fair that they should be left——

Would the Minister not agree that it is unreasonable to have them non-pensionable?

Yes, I was coming to that. It raises other difficulties.

When permanent appointments are being made, would the Minister consider giving them back-time for the period of service for pensionable purposes?
