asked the Minister for Justice the number of persons refused entry to this country over the last three years; the nationalities concerned; the reason for the refusal in each case; and what the Government policy is in the matter.

The number of persons refused entry to the State in the 3year period ended 31st December last was 284. The nationalities of these persons are set out in a tabular statement which, with your permission, a Cheann Comhairle, will be circulated with the Official Report.

It would not be feasible at this stage to give the reasons for refusal in each of nearly 300 cases but it may be taken that the great majority of refusals come into one or other of the following categories: (1) stowaways, (2) persons coming to seek employment in respect of whom an employment permit has not been issued by the Minister for Labour, (3) persons unable to support themselves while here without taking unauthorised employment or engaging in business without permission, and (4) persons seeking to take advantage of the common travel area agreement between Britain and ourselves to enter Britain through this country in circumstances where they would not be admitted if they went direct to a British port.
