asked the Minister for Industry and Commerce if, having regard to the many thousands of pounds offered in prizes by some tea merchants as a means of winning new custom to the detriment of other tea merchants without any benefit to the consumer in the quality or price of tea, he will take steps to stop such promotions and to oblige such merchants if they have substantial funds available, to give all consumers the benefit by means of better teas at lower prices.

I am not free at present to comment on particular gift schemes operated by tea merchants, since prosecutions under the Gaming and Lotteries Act are pending in a number of cases. In regard to gift schemes in general, I prefer to reserve my opinion until I have completed my consideration of matters relevant to the programme of consumer protection.
