asked the Minister for Local Government if he is satisfied that the redistributive effects of State grants are sufficient to place the smaller urban bodies in a position to provide such essential services as housing, piped water supplies and sewerage on a reasonably comparable level with the larger local authorities.

The system of State grants is only one of the factors affecting the provision of essential services by different types of local authorities. While the size of a local authority is a factor in the level of State assistance for some services, such as the provision of water and sewerage, the need of the individual beneficiaries is the determining factor in relation to local authority housing. The whole question is being kept under review in conjunction with the present investigations into the system of local finance and taxation.
