asked the Minister for Agriculture and Fisheries what conditions his Department require of a person who has applied for a leasing of a Department thoroughbred horse; and if he will make a statement on the matter.

Thoroughbred stallions are leased in hunter breeding areas where my Department is satisfied there is need for a stallion and to a suitable person there if he has proper stabling, the necessary knowledge to manage a stallion and if he is likely to keep it in good health and condition. This person must also be prepared to pay the annual leasing fee which is based on the purchase price.

The demand for thoroughbred stallions exceeds the supply and many applications cannot be met, as the number of suitable animals available is limited and competition for them is keen.
