Vol. 243 No. 1

Ceisteanna—Questions. Oral Answers. - Mountjoy Prison Disturbance.

51.

asked the Minister for Justice if he will make a full statement in relation to the disturbance at Mountjoy Prison, Dublin on 21st November, 1969 in regard to food and conditions; and if he will permit members of the House who so desire to visit the prison to inspect the food and see conditions for themselves.

As charges are pending against the prisoners involved in the disturbance in Mountjoy on the occasion referred to by the Deputy, it would be improper for me to make a statement in relation to it. I should say, however, that a number of improvements in the catering arrangements have been made in recent times which were quite unconnected with the disturbance and that others are in train.

Each visiting committee has the duty of visiting the prison at frequent intervals and of hearing any complaints made to them by prisoners. For this purpose they have free access at all times to every part of the prison. The activities of the visiting committees ensure that there is a continual, independent check on prison conditions.

Occasional visits would be inadequate to enable a Deputy to form any valid impression, whether it be favourable or unfavourable, of a person but I am prepared to consider an application from any Deputy who has a special and continuing interest in prison conditions.
